This paper argues that firms strategically use investment scope to influence workers’ human capital accumulation and mobility. We develop a dynamic model in which firm–worker pairs conduct R&D activities and, through this process, accumulate both general and firm-specific knowledge that becomes embedded in the match. Firms choose the scope of innovation, thereby shaping the type of knowledge accumulation. More firm-specific knowledge facilitates labor retention but imposes greater costs to redeploy. We estimate the model using granular data on inventors. Our results suggest that firms’ strategic efforts to retain workers increase observed innovation specificity by 10.3 percentage points, boosting firm value while significantly reducing workers’ surplus.
